Cassandra V. Emmons, PhD

Professional Bio

Dr. Cassandra Emmons is the Democracy Data Analyst at the International Foundation for Electoral Systems as well as an Associate of the Weatherhead Center for International Affairs' Research Cluster on Regions in a Multipolar World at Harvard University where she was formerly a postdoctoral fellow. Her independent research focuses on the design and function of international organizations. Her current book project, based on her dissertation, explores how legacies of democratic transitions and transgressions shape a regional international organization's toolkit for democracy enforcement, and questions when and how these organizations can effectively use these toolkits to deter democratic backsliding in their member states. Her other ongoing research examines human rights and democracy protections with international and comparative constitutional law perspectives.

Emmons's work has been featured in the Journal of European Public Policy, PS: Political Science & Politics,  Cambridge Review of International Affairs, AJIL Unbound, and on Verfassungsblog. She participates in academic conferences and workshops in North and South America and in Europe, and has delivered guest lectures for academic audiences, practitioners, and philanthropic organizations.

Emmons earned her Ph.D. in Politics from Princeton University in January 2020. She also holds an M.A. in Politics from Princeton University and a B.A., magna cum laude, with honors in both Political Science and English from Temple University in Philadelphia.
